1. Public Transport is Poor
Ipoh is a small town city and it does not have an MRT line. Bus services are hard to grasp for tourists (there are no signboards!) and the coverage is limited. By having your own vehicle, you do not have to worry about not being able to get a bus or a taxi (given the fact that Ipoh is still considered quite a sparse, suburban area). App-based transport services such as Uber and Grab are still not readily available, especially in the outskirts or "kampung" (i.e. village) areas. This is probably a no brainer. As a tourist, your time is limited and you'll want to maximize it by visiting places and enjoying yourself, and not wasting it by traveling from one location to another. Driving saves you much more time than taking the bus or taxi since you do not have to wait and queue.
